The Ohio Society of CPAs. (June 2010) Ohio Budget Advisory Task Force Report.

The Ohio Budget Advisory Task Force is formed from the OSCPA Executive Board to create a think tank of CPAs to offer third-party expertise and perspective to Ohio's leaders addressing the state budget. Their report offers a broad overview of areas with quick remedies, as well as mapping long-term guidelines for sustainable financial improvements.

 

Greater Ohio Policy Center and The Brookings Institution Metropolitan Policy Program. (2010) Restoring Prosperity - Transforming Ohio's Communities for the Next Economy.
This report explores the tenets of the Restoring Prosperity Agenda, focusing on recommendations for each step along the way. Short-Term, Medium-Term, and Long-Term Recommendations are made built around current assets, state governance, and federal governance.


The Buckeye Institute for Public Policy Solutions. (July 2010) The Grand Bargain is Dead.
This report examines the disparity between public sector and private sector jobs. It proposes that realigning these two sectors could drastically reduce the state budget deficit, and is a necessary step towards fiscal stability for Ohio.

 

The Center for Community Solutions. (June 2010) Thinking the Unthinkable - Finding Common Ground for Resolving Ohio's Fiscal Crisis.(Executive Summary) (Full Report)

This report proposes a three-part strategy to address the state budget issues, drawing equally from new tax revenue, reduced tax expenditures, and reduced programmatic expenditures. This evenly distributes the sacrifice necessary for stabilizing state finances, balancing short-term and long-term impact on both people and businesses alike.

Am Sub HB 1 As Enrolled - This is the final version approved by both House of the Ohio General Assembly and forwarded on to the Governor for his signature.

 

HB 1 Comparison Document as reported by the Conference Committee - This version of the comparison document outlines the changes made to the education portion of HB 1 during the Conference Committee process. These changes were adopted by the House and Senate.
